Exclamation battery drainage/cooling fan switch?

I picked up this 95 civic ex and the wiring is so jimmy rigged its crazy. The cars ac unit has been removed and theres wires hanging everywhere connected to nothing. The cooling fan relay in the fuse box is hard wired into a lil box looking thing that must be a switch of some sort.Its just hanging outside the fuse box under the hood. The car had no problems with the battery until today. I was trying to remove some of these unused wires and when I went to cut some out the fan kicked on and off real quick while the car was off. The wires are connected to a harness hanging where the ac used to be. The car wouldnt start without a jump and eventually wouldnt start with a jump and now its completely dead. One thing I noticed was the fan came on the instant the key was turned on. Im lost.
