Default 2000 Civic ex should I turbo it or get it dyno tuned?

I have no idea where to go to get a dyno tune and I have no idea how to put a turbo in. If anyone could help me get an idea of where to go or get a turbo put in.

You sound like the kind of person who needs to buy an electric supercharger and a +60hp/+25mpg tuning chip on ebay.
