Default why is the radiator reserve tank filled with water in my 99 honda accord?

all of a sudden, the reserve tank is filled to the top with water. it becoming empty is usually the problem.

also, the car lags in taking off, when the accelerator is depressed and it starts to really jerks so bad that the dashboard shakes at about 2,000 rpms or so no matter if it's in 1, 2, or D3.

finally, it smells like burned plastic after we stop. it's a terrifying smell.

also, d4 (overdrive) works, then cuts out, and reverse works 50% of the time, if you let the car sit with the key in ignition switch I or II for no less than a minute...the d4 started acting up not too long ago...with gas prices being so high it is so costly not having a d4.

As a rule, reservoirs do not fill them self unless there is excessive pressure coming into the cooling system as the result of a blown head gasket. The jerking may be the dead cylinder that has the blown gasket and the bad smell is that of a empty block that is super temping due to no coolant. Sounds like you need serious help and stop driving it until you know how bad the damage is. You might have already pushed it too far by the sounds of it.
