Default 1990 Accord Hard to Shift Away from Parking Gear and to Parking Gear

1990 Accord LX, 217,650 miles. Hard to shift from "P" to "N" and from "N" to "P" gear. Shift smooth between any other gears and during drive. It just happened recently. The "S" light flashing occassionally just like it did since more than 1.5 years ago. Below are recent services I did myself for your info. Does anyone know how to fix this shift problem?

1. Cleaned Throttle Body, Fast Idle Thermo Valve (FITV), Idle Air Control Valve (IACV), changed throttle body gasket, changed IACV hose.
2. Cleaned upper solenoid due to Distributor O-ring leaking engine oil and changed Distributor O-ring.
