Default What triggers radiator fan on Accord 2000?

Hi, I've got an Accord 2000 1.8, which has been overheating recently (when stood in traffic). On further investigation it turns out that the radiator fan is not coming on.

I'm going to take a multimeter to it tonight, to check voltage across the fan, relays etc. but wanted to ask - what triggers the fan to come on in the first place? Presumably a switch/sensor - but where is it located?
