What is the restart code for a 1990 Honda Accord?

Do you mean reset the computer? To reset the computer, you just pull the 7.5A fuse marked "Backup (Radio)" in the under-the-hood fuse box, upper left corner. Wait about 15 seconds then put it back in. Note that all your radio presets will be lost, and the clock will also reset. Or do you mean the "Maintenance Required" indicator? To reset that, stick a key into the slot near the indicator.
