Default My car needs to be jumpstarted but the battery has a full charge what does this mean?

I have a 95 Civic DX and I cannot turn the engine over without a jumpstart. When I check my battery voltage with a voltmeter it's showing 13.5 and while running gets up to 18... Why won't it start? And also while running the idle speed fluctuates... Both issues popped up at the same time... Anyone understand mechanics and generous enough to give me some ideas as to what to troubleshoot??
