It is a 93 car with a lot of miles on it. The cylinders are worn and the piston rings no longer seal so it smokes. The oil at one time or another was not changed at proper intervals and the engine needs a rebuild.

It is rare for a car with a catalytic converter to smoke because of worn rings - the converter is able to burn off that much smoke. Broken rings will do it but there are easy things to check out first. The PCV and the breather are suspects - if the PCV valve is old (most never get changed) it is best just to replace it. Oil inside the PCV hose needs to be washed out with brake cleaner, too. Check the breather hose and clean it if necessary.

Running combustion chamber cleaner through the intake is another approach that may help. Some people like Seafoam but I am not a fan. Dodge dealers sell spray cans of Mopar Combustion Chamber Cleaner - half the price of Seafoam, easier to use, more effective, less oily residue, less smoke when using it. At $6 it is worth a try.
