If the Civic has a manual transmission then yes.

Except for possibly some very cheap cars from obscure manufacturers pretty much all manual transmissions made since about 1970 are fully synchromesh. In the 1950s some European cars had partly or fully "crash" transmissions; my brother had an early '50s TR3 that had a non-synchro first gear.
