Default IS MY ECU BAD IN MY 1990 CIVIC...HELP!!

Will the fuel pump kick on when you turn the key if the ECU is not working? XCar will not turn over with key and no spark at plugs if I jumper the starter. I exposed the ECU and tried to see a trouble code. it does not flash at all. The fuel pump will not kick on when I first turn the key " just replaced fuel pump today" . So izs the fuel pump still suposed to come on even if the ecu is bad? Maybe Its a relay or somthing else? cant afford new ecu atm.

find the positive main power wire to the ecu and check it with a test light while turning key before you go replacing it. if no power to it then figure out why. maybe main relay, or fuse, or loose ground, or ....? good luck and turn lug nuts insideout to get them off

Does any 1 know if the fuel pump should still work if the ECU
is bad?

I found a loose ground to the ecu, it seems the fuel pump and the ecu power loss where both useing the same ground. Thanks ILLEGALfor your help, and i also got those lug nuts off too!
