Default i have a 1990 honda accord ,it has a drl system and everytime i put the headlight on bright it

wont stay on,? its pops the 25 amp blade fuse and then the ligt goeson bright and it wont dim ,what do i do cause my mechanics does not know what the problem ?

Call Stanley Steamer the carpet cleaner. He should know what to do.
