Default How do you disable passenger airbags in 2004 honda civic ex

The person who sits in my passenger seat has suffered in the past a major neck injury which either kills or fully paralyzes on average 95 percent of all people who suffer it. She got through it with neither paralysis or death but the force of airbags would put her in a body bag. She is the only person who sits in the front seat besides me and does so on an almost everyday basis. I read that you have to get permission to disable them how do you do so and if I am granted that permission how do I do it?
