Default 96 Civic key won't turn off

Essentially, the key is stuck in the ignition and will only turn off as far as the "l" position. It won't turn all the way back to where the wheel will lock and the key will come out. I can turn the key forward and start the car and drive it fine, and after doing so I can still turn the key back and turn off the car, but again it stops at the "l" position.

I have seen a lot of similar problems posted here but nothing exactly like what I am experiencing.

Any thoughts are very much appreciated. Thanks.
