Default 1999 Honda Accord Coupe LX 2.3L VTECH Question?

I recently bought a 1999 Honda Accord LX 2.3L VTECH automatic. When looking over the vehicle it drives and idles great. No big oil leaks i could find and pretty good car from what i could visually see. I own a Snap-On Solus Pro scanner and hooked it up before buying. It had two codes stored but no check engine light. A P0420 Catalyst System Efficiency Below Threshold (Bank 1) and P1259 VTECH system malfunction. I checked the oil and it was below the add mark. I know that low oil can cause this problem so i bought the car anyways and added oil.. cleared the stored code and took for a test drive with the scanner. I went to the live data option and watched the VTECH pressure switch and solenoid both kick on and off so both work.. But.. when starting off the pressure switch is on and the solenoid is off. I believe that to be normal. And when the solenoid turns on the pressures switch turns off. I think thats normal too. But when that happens.. the VTECH solenoid is kicking on at 2500 rpms at normal driving conditions. Not heavy on the gas. I have been told that it could be kicking on too early and that it should be kicking on after 4000 or 4500 rpms when heavy in the gas. So does anyone have information about this and any suggestions i can do? Or do i need to replace the VTECH solenoid and/or pressures switch? Or is this all normal. Im not a big Honda guy and dont know a lot about VTECH systems. Thanks

VTEC def shouldnt be coming on at 2500rpms.
