Maf (MASS AIR FLOW SENSOR) needs to be cleaned or replaced.

typically one of 3 things. mass air flow sensor but i doubt its this. you could have a vacuum leak. or you could have a bad throttle position sensor.

thermal positioning sensor , to test this take the air intake of and to the back there are two holes plug the bottom or the top one if the idle evens out then thats your problem , take some jb weld putty and plug that hole off and make sure its a clean plug , youll be all set from there , let me know it works

Idle hunting is a favorite hobby of Hondas from that era. It isn't the MAF sensor, I guarantee - Honda uses MAP sensors instead of MAP sensors, and any leak shows up as exactly the same as if you open the throttle.

The normal cause of idle hunting is a bubble in the coolant, which drives the cold idle valve crazy. Look where the radiator hoses connect to the engine, and on top of one of the fittings (Honda moves the location often) there is a nipple like a brake bleed nipple. Open it 1/2 turn when the engine is cold and close it when a steady stream of coolant comes out. Top up the radiator. This has to be done every time the coolant is drained and refilled.
