Default 96 Honda Civic, sputtering when driving, and reving up?

When i bought the car, the guy told me it needed an intake gasket because the car would skip if I sat at 1500 RPMs. So i got used to it, and have yet to change the intake gasket after a cold cold winter. The car sat for about a week and a half because i needed to get new tires. Now, when i drive it, it doesn't want to go anywhere, it just sputters and sputters. I can slam on the gas and it just gets louder and hardly accelerates and continues to sputter. But, sometimes it kicks out of the sputter for a couple seconds and drives normal. What could this be? Intake gasket?

Not the intake manifold gasket. Those do fail because they are made of paper that becomes brittle, but when that happens the idle just goes uncontrollably high and the check engine light comes on.

The check engine light is the part that is missing from your description. Anything that affects the mixture and most things that cause misfire will set the check engine light in your 1996. That leaves only a couple of main suspects. The easiest to check is to pull the boots off the spark plugs and see if some of the plugs are swimming in oil. That happens when the tube seals (look like hose washers) at the bottom of the spark plug tubes don't seal. They are part of the valve cover gasket set. If you see a lot of oil you can just remove the plugs and clean them, then re-install them. The oil will drain into the cylinders and you should give it an hour or so to drain out of the cylinders before starting the engine to minimize smoke.

The other suspect is the EGR valve stuck open. Cleaning the EGR valve may or may not be enough to fix it. BTW, getting the EGR valve off can be an adventure. The only tool I found that would fit is a crow's foot wrench.
