Default 98 accord stuck in Park?

I have a 98 accord, and i cant seem to get it out of park. Just got the car, so idk if this has been an issue with it in the past or not... Ive been driving it around all day with no issues, parking it, and restarting it and driving off..with no issues. but all of a sudden I cant get it out of park. luckily i happen to be home now, but i dont understand what the problem is.

My foot is on the brake. i made sure seatbelts were in just in case that was a saftey thing on this car. I cant think of anything else to do. Please help!

oh and I cant get it out of park regardless of how i try and start it. if anyone has a "shortcut" suggestion for getting the car in drive id really appreciate it!!!

ok, so found a tail light that was blow, and replaced it. Found the fuse for the taillights, it was blown, and as soon as i put a new fuse in, it immediately blew. What gives????

also noticed a burning rubber type of smell earlier today when driving. didnt think it was the car at the time, but now im thinking otherwide. Ive looked at the brake pedle switch, but it dosent appear to be burnt or melted.

There should be a slot on the console near the shifter. Sticking a key - any key - in that slot should defeat the brake interlock.

EDIT - The blowing fuse is a great clue. Try removing all the taillight bulbs (keep track of what went where). You can access them from the trunk. That will probably get the fuse to hold. If so, you can try putting bulbs back in one at a time. I wouldn't be surprised if the shifter will move when the fuse is okay.
