Default honda accord 98 heather dont work?

when i turn the heater on the air come thru the front only and when i drive it the air from outside comes in thru the bottom what can it be

Sounds like your blend and mix doors are not moving properly. You'll need to have a mechanic look it over and make necessary repairs.
