No, you need the ballast to use HID lights, without it, they won't work

They are illegal.

You will caught eventually... and have your vehicle impounded.

Why risk it?

No, the ballast is what converts the low 12volts and amperage to a higher voltage and amperage so the light will work. Without it they won't work and usually the bulb part of the HiD kit will only connect to the ballast anyway.

Also, sounds like your car came with the regular Halogen lights. The headlight housings you currently have are not suitable for an HiD bulb, they will scatter the light incorrectly both blinding oncoming drivers and throwing the light where you don't need it. Truth is, HiD bulbs in a Halogen headlight housing actually give off less usable light. You need to perform what's called a retrofit (search it on http://honda-tech.com/ ) to use HiD lights.

Again, I don't recommend you get HiD lights but if you want a full KIT at a good price, try these guys: http://www.hidsrus.com/
