Default I have a 1991 Honda Civic HB that recently failed the NO levels on the smog test. What...

...could the reason be? I had the oil changed recently, but the car has not been driven much for two years. Although it passed the HC and CO levels they were higher than ave. I have had the O2 sensor replaced within the last 3 years. Since the car has been sitting for a while, could it be that I just need to drive it a long distance to burn off the build-up of residue in the engine? Will this lower the levels of NO and allow my car to pass?

If the ignition timing is the problem, how much should it cost to have it adjusted?

Check ignition timing. Advanced timing will cause excess NO emissions. Engine running hot? High temp causes excess NO emissions.

Edit: 15 minute job, should be less than $25 to adjust timing.
