Default starting troubleshooting for a 94 Honda accord?

My Honda accord won't start. New battery. Just tuned with new plugs and wires. all correct. It cranks over but won't kick. When l sprayed starting fluid in the air filter then it immediately started but then shut down again. l would spray starting fluid in the air filter tunnel going to the engine and then it would start up very briefly, upon cranking, for just a few seconds and then it would die.So, it wants to start, but waht is stopping it?? thanks

Classic bad Main Relay symptom. Replace Main Relay (fuel pump relay).
