Default Upper control arm on honda accord?

Ok so I bought 2 upper control arms for a 91 honda accord, but when I pulled one out of the box the driver side upper control the thru bolts were tightened and it feels almost like a spring when you try to move the anchors. Now of course the other control arm I got the anchors are just flopping, when I tightened it, the anchors didn't move at all, so I loosened it and the anchors just move when you apply enough pressure...how do you know how tight to make those thru bolts?

i did this job on a 95 accord, so it's going to be a decent reply..."Install the upper arm, tightening the flange nuts to 47 ft. lbs. (65 Nm).

Connect the upper ball joint. Tighten the nut to 32 ft. lbs. (44 Nm)."

since steering suspension and brakes are a safety issue, i'd make sure you put these on with the right torque, including the wheel lug nuts "Install the wheel, then thread the lug nuts onto the studs. Tighten the nuts until snug.

Lower the vehicle, then torque the nuts to 80 ft. lbs. (110 Nm) using a crisscross pattern."

if you don't have a torque wrench, you can rent one as a free service tool loan program at autozone or advance auto parts or similar auto parts stores.

the autozone website also has a free repair manual online that you can confirm my numbers
