You've got a bad injector that won't handle 75 psi.

"turned the fpr up to 75psi"

You set the fuel pressure up to 75psi or it tested at 75psi?

Since all the plugs are carbon fouled, you probably have a rich (too much fuel) air/fuel mixture.

First, the fuel pressure should not be at 75psi, so whatever you "upgraded" on the fuel system needs to be changed back to OEM. There is absolutely no reason at all to be running an upgraded fuel system, especially if the car is neither turbocharged, tuned, or a heavily modified N/A engine.

If you are using OEM fuel parts, you may have a problem with the fuel pressure regulator or a clogged air filter. I'd start with those two. Fuel pump may be over-working but the other two are more likely. Make sure the injectors are clicking on/off and not staying on all the time, this can be done with a NOID light. Llistening for the clicking with a stethoscope also works.
