Default Was the 2006 & 2007 honda accord LX I-4 Special Edition available with traction control...

...and stability control?

No. The only Accords in the 2003-2007 body style that had the VSA (Vehcile Stability Assist) were the V-6 models. The I-4 did not have the VSA as standard equipment nor as an option in any trim level or package.
