You need to change tire size not rim size.

If you have for example:

225/30R17, you should go to 225/40R17. It a little be taller tire

The answer to your question is YES. Not only will it stop the scraping but you will be able to get a tire with a higher profile AKA more rubber on your rim. That will make your ride a lot more comfortable and less bumpy as well.

Huge rims are heavy (unsprung weight) which cause many problems like scraping and poor fuel mileage. They DO NOT make the car handle better or anything else stupid like that.

My general rule of thumb for a car is to go 2 inches larger on the wheels than factory. So if it came with 14" wheels go to 16", but then find tires to match those 16" wheels that will be low profile and thus match the original diameter or your factory wheels/tires.
