Default transmission control unit for 91 Accord out !

How frequently do these units go out ..? I bought this car on Friday and it semed a bit sluggish meaning whenI would give it gas it seemed to rev kinda high before moving. And the green "S" wouldn't go out. On Sunday the car wouldn't upshift from 1st gear. I did find one on ebay for a fraction of when the Honda dealer wanted. The car has 111,000 on it. Just wondering if this is a frequent issue. Thanks
