Properly, it should include the timing belt, tensioner, water pump, front seals for the crankshaft and camshaft, and the valve cover gasket set. The water pump should be replaced because it is driven by the timing belt - if it starts leaking the whole job has to be done again and if the water pump bearing seizes the belt - and engine - will be destroyed. The seals are optional but are cheap and easy to change when the timing belt is off, not so easy when the timing belt is on.

The Timing belt package if purchased through an auto parts store will contain a tensioner, timing belt, tensioner pulley and idler pulley.(Also if your engine has a balancer shaft belt that too will be included). The cam and crank seals, head cover gasket, tube seals as well as water pump are usually sold separately. Also if your replacing the timing belt you should replace the drive belts if they are needed because there will be no extra labor since their removal is necessary to do the job. Good luck and hope this helps.
