27mpg might be a *little* low for a new civic, however, never believe what the companies tell you for the cars supposedly mpg rating, those numbers are rarely/never what actually happens in real world driving

i agree with the first guy, manufacturers lie constantly about mpg these days. however, those figures may be for the manual transmission version(not sure if you have the manual or the auto). my backup car is a '98 Integra LS with the same size engine as your Civic, and i average about 27-30mpg on the highway. considering the new Civics are a lot heavier than an old Integra, your figures are about right.

Is the vehicle in driving mode?

Driving around with with the car a lawn mower mode can really hurt the mileage.

it could depend on the type of gas that you fill it with and how fast you drive. The faster you drive and the faster you accelerate eats up your gas quicker.

Its new. It usually takes a couple thousand miles for new engines and transmissions. to break in and get the rated gas mileage. Reevaluate things after your first oil change. If your gas mileage is still bad, talk to Honda but it sounds like your right where you should be for a new civic
