Default 2000 Civic EX Speedo/Odom intermittent

Hi,
My speedo and odo are dead the majority of the time. Problem started
shortly after I bought this car, was intermittent work/no work. Now
mainly doesn't work. Speedo bounces around 20 mph at all speeds. Every
once in a while it will take off and track with my speed but then
stops and returns to bounce around 20mph. Tach has always continued to
work fine and is the only speed guide I have currently.

Trying to get info on where to start, test points and values I should
see. I see used replacement instrument clusters available for under
$100. If this is the problem, is it generally better to repair my
current or swap for an unknown used unit.

Is your Check Engine light on?

No check engine or other system lights.
