The '93 Accord uses a "dual-bobbin" type temperature and fuel gage.
So either an open on the ground side of the meter or short to ground on the sending unit side can cause this symptom. Of course, the meter could just be faulty too. After overheating has been eliminated. Check the open circuit voltage at the temperature sensor wire, with the IG switch turned to Run(II); there should be about 6 volts.
