96 Accord recently purchased.
Mechanic says someone put new pads on the front brakes, but the rotors
are bad. So do I have to do rotors and pads, or just new rotors?

Just poor braking. Like I don't want to have to stop fast going over
35. They seem to scrape a tiny bit and then grab but not really as
good as they should.
I hear a little something like rubbing, but I don't know
