Default Fuel Filter; Slow Starting

I have a Honda Accord LX, 1995, with 187,000 miles. When the gas tank
is nearly empty, it takes longer to start -- the engine turns over
several times before it starts. When the tank is full, it seems to
start with no problem. This has happened consistently for the past
several tanks. The local fast oil change shop recently told me that
the fuel filter needs to be replaced (unprompted -- they didn't know
about the trouble starting).
Could those things be related?
When should the fuel filter be replaced, and how would I know?
What could be causing the trouble starting?

When starting, the engine uses way less than it would if you were
climbing a hill at highway speed. When it starts to sputter when
climbing a hill at highway speed, that's the sign you need to change it
(or what your owner's manual says).
