Thanks for all the responses. I can see where improper torque can cause he
shudder problem so I'll try that. If that doesn't work, I'll find a good mechanic
with resonable prices. One I spoke to on the phone was right as he
recommended changing the rotors because they are cheap. At least he was
honest.

it's less likely it'll be successful if the disk has already been
skimmed - the rotation axis when machining is never exactly what it was
when the disk was first cut.
