Default 80 civic carb hesitation

i have a 80 1.5 L , 5 spd , 3 barrel , 49 states car . it has a bad
hesitation on start off , then runs good after 2 nd gear . it also just
started running real rich , you can smell unburned fuel outside car .
still get 30 - 33 mpg & runs strong at high speed . have done all the
easy
stuff , including new floats,f.pump,filters,tested elec solenoids on
carb,
etc . thnks for any help
