Hello. I wonder if the following is a reasonable estimate:

http://www.fueleconomy.gov/feg/findacar.htm shows that mileage for a
2001 Accord I4/AT should be 23 MPG City/30 MPG Highway, which coupled
with the oxygenated winter fuel we get here in Colorado and probably
less then optimal driving style should account for ~18-20 MPG the car is
currently getting. If someone thinks it's possible to do better then that
by doing some diagnostics/work on the car I'd really like to hear the
suggestions.

Given the mountains you may be driving and that winter
oxygenated fuel and winter lower engine efficiency alike may
be playing a role, you may not be able to do better.

The car has to be maintained properly (plugs and wires
changed per maintenance schedule, ignition timing checked
and adjusted as needed/appropriate (is your car
distributorless?), tires at correct or slightly higher
pressure, etc.) for optimum performance.
