Default snow tires

would 175/70/R13 snow tires be ok to use on my 98 civic which has 185/65/14
all-seasons on it?

I've done things like that. As long as the overall diameter is close,
you're fine.

and the rims fit over the brake disks! in this case, the op should be
fine but that's not always the case.

Yes, that's true.

The other poster is right--keep the 14" diameter if at all possible.

And keep in mind that they may fit with worn brake pads but not with
new brake pads. Guess how I found out.
