Default RPM Meter moving Up/Down during downshift in Accord 98

Hi,

I have an Accord EX '98 (Auto-transmission) with 72k miles on it.
Recently I started to notice that when I am not pressing the gas pedal
and allow the car to slow down before making a dead-stop, the RPM meter
sometimes moves up a little while it is downshifting automatically. It
goes below 1000 rpm and there is a small surge while downshifting.

I had replaced the Transmission fluid at 60k miles and not sure if it
has anything to do with it. Also, the gear shifts (both upshifts and
downshifts) are not smooth and I can feel the changes.

Could anyone suggest if this is a symptom to any problem or if I need
to get anything checked.

Thanks !!!!!
