Default Accord Hybrid Air Conditioning Question

If one is stopped in a traffic jam with the hybrid, and the engine
goes off, does a/c cooling stop as well (I mean the condenser, not the
fan)?

I haven't looked at the accord engine, but in every vehicle I've ever
seen including my hybrid civic the AC compressor is driven off the
accessory belt, so when the engine shuts off so does the compressor.
However in the HCH the fan keeps blowing cold air for some time after
the engine shuts off, so you won't begin to instantly roast.

no, the a/c still runs, it also has a 3 phase electric clutch in it.

The A/C compressor is also "hybrid". The system turns to electric drive
when the engine is stopped, so you still get A/C.
