Default wiper/head light problems - 93 accord

When I turn my headlights on, I get a delay of about 2 seconds before
it comes on. This doesn't seem normal to me.

I am also expereincing some wiper problems. When I turn it on, it
takes quite a bit of time to come on (5 sec). Sometimes it doesn't
come on at all. If I hold the stalk down it starts its cycle but if I
let go it will stop in the middle without ending its cycle.

Are the two problems related? Is there a common electrical component
they share?

How hard is it to do this myself?
Any info is greatly appreciated.

My guess is that the switches are getting old and slow. This is not
uncommon on older Hondas. The mechanicals of the switches are
lubricated, and over time this lubrication attracts dust, dirt and
moisture and starts working more like molasses than lube. The problem
usually gets worse in colder weather.

You could clean and re-lube the switches, or just replace them.
