Default Honda Prelude Front Rotor Replacement

Can I remove the front rotor from a 1999 Honda Prelude by just removing the
one bolt at the bottom of the brake caliper and flipping it up without
removing the whole caliper?

no, you need to remove the caliper backing plate. 2 bolts. no
hydraulic disconnection necessary.
