Default 99 Civic Si Idle Flutter

A friend of mine bought a 99 Civic Si. It has a "generic" cold air intake,
and full cat back exhaust. When the engine is warm and has been running
for some time it begins to flutter the idle speed usually between 1,500
and 2,000 rpm. I have never seen the car idle lower than 1,000 rpm. Is
the high idle normal and what can we do about the idle flutter?
