Default SM4 radiator fan motor's control module ( electronic ) is locatedwhere ?

Does any1 here know where this controller ( which activates a relay ) is ?
My '90 accord's controller is supposed to activate only when coolant is 90 degree C hot ( per specification ), but activates as soon as engine is started, even when thermistor is still cool ( ~580 ohms : far >88 ohms @ 90 degree C ).

On a vehicle this old, the switch is in the bottom tank of the radiator.

It's probably shorted internally.

This Toyo radiator has no thermostat, in 10-12 I removed & cleaned whole radiator & got 2 leaks patched ( by solder ).
I think this control module ( in circuit diagram ) does not exist ; the relay which controls this fan motor is activated by both a thermostat near coolant hose, & aircon fan's relay ( in the same circuit diagram ), designer wants both fans to spin & cool hot refridgerant in aircon's radiator. But when engine is still cool, coolant's fan need not spin, aircon radiator's fanalone is enough to cool refridgerant : hence if user removes this relay when engine is warming up ( in 1st half hr ), user can [i] save the 5.2 amp used by radiator fan, so spark plugs can get more amps so user gets 5-8% more torque, & [ii] heat up engine faster.
