If you are doing a normal brake job, you shouldn't need to touch the ABS modulator. If you are replacing the fluid in the ABS modulator, there is likely a special procedure for bleeding it. My Integra/Civic's procedure is to turn the car on, let the modulator pump, and open the bleed valve on the modulator unit, turn car off, repeat as needed.
