My 99 Accord gas meter went wacky recently, sometime shows full , sometime
empty.
If I remenber correctly ,there is some issure on this gas meter ? What is
the fix ? Is there
an extented warrenty with Honda ?

Bad sending unit. No warranty extension.

How difficult to change it out? Do I have to lower the gas tank,
to gain access to it ?

pull up the spare tire cover and you'll see a plate with 3 screws,
remove this and you'll see the pump sending unit.
