It sounds like your antenna isn't grounded properly. Check the antenna base
for rust and make sure it's seated directly to the sheet metal of the fender. Turns out it was because I didn't have the power antenna leads
connected. I thought power antenna referred to raising the antenna when the radio is powered on, but this wouldn't apply to this car since the antenna is in the rear window.
