H4 isn't in and by itself an upgrade over 9003. I use Sylvania
XtraVision and are happy with them. The US variety Sylvania SilverStar has the same light output as XtraVision, but costs a lot more and lasts a lot shorter. You could also add a set of Sylvania Xenarc 1010 auxiliary low beams. They work very well. True HID lights and they are DOT compliant.
