Default Prelude purchasing advice

Howdy-

I have an opportunity to purchase a 1992 Prelude S with 86,000 miles
for an asking price of $4,500. The car is seemingly good condition,
and I test drove it, although the snowy conditioned and the paranoid
seller (woman) where not allowing me to experience the performance
that I understand this car to have. From what i could tell, this is an
entry-entry-level prelude. I also understand that the timming belt
must be change eitehr 6 years or 90k none of which can be verified
through documentation. The KBB values the car between $3,500 and
$4000. This is my first car purchase and I want to make sure that I'm
getting value for my money. What I'm asking from you is 1) Does a
$3750 offer reflect the value for such a car? 2) What are some of the
key elements to be looking for when purchasing Prelude's of this age
and mileage? 3) How do I verify that the timming belt has in fact been
changed?

Not even an Si?

3) How do I verify that the timming belt has in fact been changed?

You must see the mechanic's receipt for the work. The water pump should have
been replaced at the same time.

Have the struts been changed too?
