92 lude, engine revs up and down rapidly in cold (below 50F)weather.
Any help given is greatly appreciated.

Check coolant level and look for leakage.

Don't know if this any help but I had a '94 Civic with the same problem and
found it was the cold idle valve clogged with deposits (it was below the
throttle body and has two coolant pipes attached to it). Not sure if Prelude
engine is similar but worth saying...
