I had the same problem on my 93 civic. One time it was the fuse. Yes there
is one. In a 93 civic is it placed under the hood. Its a combinend one, with another unit. And one time, was the connecter in my steering colum lose. I mean that a little plate that conects the horn (button?) with an iron ring in the steering collum. Its a little fix. Just bend this plate. Its a smale plate +/- 4cm long en 3 mm wide. horn probably shorted out Hondas are known for bad horns
