Yikes, I think you may have shorted out your ECU. AFAIK, OBD-II cars like
your '98 Accord require the use of a "scan tool" to retrieve the codes.
AutoZone will read OBD-II codes for free...

Yea, I was thinking along the same lines. I think you are probably right
but I was hoping maybe I was missing something else.

Any ideas on what a replacement ecu is going to run me?

Shorting out the 2 pins should not cause the ECU to get damaged. Have
you tried pulling the battery and waiting a few minutes before you
tried again to start the car?

Yup, that was first thing I did was this hoping it would reset everything
and get me going, but it was a no go.

Could the ECU have started failing which caused the original performance
issues and the eventual "check engine" and now it is legitimately bad which
is causing the car not to start?

Is that plausible?

An ECU for my 94 Integra GSR cost $775USD,and took 6 weeks to get.
(last year)
